Since PHP is a server side language, you need a server that supports PHP. Below are some webtv friendly hosts that support PHP. I have only used Zboxhosting so I don't know for sure what you get with the others.
If the host has cPanel, and most do, having a webtv friendly file manager is not a necessity if you already know PHP and htaccess. The file manager is pretty crappy even with a computer but it is enough to write a script to copy a text version of a WebTV friendly file manager from off the web and change and it to a PHP file. Using the new file manager, create an .htaccess file to protect the file manager from being used by anyone else.
Here are some lists that come out on top of a google search for free PHP hosting. They are free so there is nothing to lose for trying. One important thing to look for is the ability to upload files with your browser or if it has cPanel. If you can only upload with FTP and if it doesn't have cPanel, you can't upload a webtv friendly file manager.
